BroadPoint Federal Implements Cutting-Edge Investigative Case Management System for the Treasury Inspector General for Tax Administration (TIGTA)

The Treasury Inspector General for Tax Administration (TIGTA) required a cutting-edge investigative case management system to replace its legacy application. TIGTA engaged BroadPoint Federal (BroadPoint) to implement Compass, a case management solution designed for program integrity, for the Office of Investigations. Compass leverages OmniAIPI and the Tyler Application Platform (TAP) to provide a user-friendly interface for managing investigations, assigning tasks, generating reports and submitting timesheets. The solution allows for data sharing and linking, effective communications, and collaboration across TIGTA components.

To implement Compass, BroadPoint conducted Joint Application Design (JAD) sessions to perform an analysis of requirements in the context of the future state system. Using our agile-based implementation approach, BroadPoint designed, configured, developed, and tested Compass using a data-first approach, which considered data as a primary object. We utilized Java and other programming languages to enhance the application, develop interfaces, customizations, and conversion programs; and we migrated existing data from legacy systems to Compass.

In October 2025, BroadPoint deployed a robust enterprise-wide investigative case management solution to support the following key TIGTA business objectives:

  • Investigative Case Management Capabilities

o   Enable end-to-end tracking and management of TIGTA intakes and investigations through a user-friendly interface with automated workflows

o   Improve case management efficiency for senior leaders and investigators in the field

o   Associate multiple subjects with an individual TIGTA investigation and a single subject with multiple investigations

o   Provide functionality to associate an investigation with related investigations through crosslinking 

o   Enable automated assignment of tasks to specific user groups, such as Special Agents in Charge (SACs), Assistant SACs, and investigators, throughout the course of an investigation

o   Send notifications to specific users and distribution mail groups based on specific timelines and level of severity

o   Provide the ability to associate multiple violations with an investigation

o   Provide the ability to electronically track the chain of custody 

o   Allow users to track adjudications/dispositions for each case

o   Provide the ability to manage contact records

o   Meet applicable TIGTA and IRS privacy and information security requirements and policies

o   Integrate with external systems to exchange relevant investigation details

  • Data Analytics and Reporting

o   Extract and display useful data for analytics and reference via standard and advanced searches

o   Provide the ability to generate ad-hoc reports

o   Provide the ability to create audit trails

  • Inherent System Capabilities

o   Offer Software as a Service (SaaS) licensing

o   Allow TIGTA and IRS users to log in via Single Sign On (SSO) authentication

o   Offer ease of implementing and managing role-based control access

o   Provide access to an estimated four hundred (400) concurrent users

o   Provide flexibility to add to or enhance the application functionality as additional enterprise-wide requirements are identified in the future
